I agree with all your points especially point no.1 and no.4. I noticed that some non-native English writers who want to make fast buck would resort to use online translation service. Now, there is nothing wrong with using this tool as long as they do further editing and proof reading. But some just blatantly submitted their articles online with awful, awful grammar mistakes to the point of unreadable. There are just giving a bad name to online publishing and crowding the overcrowded internet. Very unethical. Now, don't get me wrong. I'm a non-native English speaker/writer too but I always believe that if one wants to write, he/she will find a way to do it successfully, always improving his/her skill.
